What is the New York Affordable Broadband Act?

The New York Affordable Broadband Act requires internet service providers to offer a low-income broadband service with a minimum download speed of 25 Mbps to residents in the state of New York who participate in certain public assistance programs.

What is the New York Affordable Broadband Act Service Plan?

The New York Affordable Broadband Service Plan is the same as Residential Lite service plan as described in the Terms of Service, except that speeds are limited to 25 Mbps download and the monthly service price is $15/month. All other terms and conditions applicable to Residential Lite apply to the New York Affordable Broadband Act service plan. This service plan is only available to eligible residential users in the State of New York.

Who is Eligible for the New York Affordable Broadband Act Service Plan?

You qualify for the service plan if you live in an area where Starlink service is available and your household (a) is eligible for free or reduced-priced lunch through the National School Lunch Program; or (b) is eligible for, or receiving the supplemental nutrition assistance program benefits; or (c) is eligible for, or receiving Medicaid benefits; or (d) is eligible for, or enrolled in senior citizen rent increase exemption; or (e) is eligible for, or enrolled in disability rent increase exemption; or (f) is a recipient of an affordability benefit from a utility. You must provide evidence of eligibility as detailed below.

If I Am Eligible, How Do I Enroll in the New York Affordable Broadband Act Service Plan?

Enter your address on www.starlink.com/residential to check Starlink availability at your service address.

Select the “Residential Lite” service plan, and complete checkout. If you select any other service plan, you will not be eligible for the New York Affordable Broadband Act Service Plan.

Once your order is placed, log in to your account and submit a support ticket on www.support.starlink.com. Include “New York Affordable Broadband Act” as the subject and request enrollment in the New York Affordable Broadband Act Service Plan.

In the support ticket, attach documentation of your eligibility as follows based on your qualifying eligibility factor. The address on your documentation must match your service address.

  • Participation in the National School Lunch Program: Approval letter indicating current participation in the National School Lunch Program, including your child's name, the school name, and the address.
  • Participation in the Supplemental Nutrition Assistance Program Benefits: Approval letter for Supplemental Nutrition Assistance Program benefits.
  • Enrollment in Medicaid: Medicaid card or most recent eligibility letter for any member of your household.
  • Recipient of a Senior Citizen or Disability Rent Increase Exemptions: Approval order for rent increase exemption that includes the benefit start and end date.
  • Recipient of a Utility Affordability Benefit: Bill statement within the last 60 days indicating affordability benefit amount.
