Internet Social Tariff

What is the Social Internet Tariff (TSI)?

Created by Decree-Law No. 66/2021, of July 30, the Social Internet Access Tariff (TSI) applies to certain consumers with low incomes or with special social needs.

Minimum service characteristics:

  • Minimum Speed: 12 Mbps download, 2 Mbps upload
  • Minimum Data Limit: unlimited data each month

Who can benefit from TSI?

  • Beneficiaries of the solidarity supplement for the elderly;
  • Beneficiaries of the social insertion Income;
  • Beneficiaries of unemployment benefit;
  • Beneficiaries of family allowance;
  • Beneficiaries of the social disability pension of the special disability protection regime or of the supplementary social benefit for inclusion;
  • Households with an annual income equal to or less than €5,808.00, plus 50% for each member of the household who has no income, including their own, up to a limit of 10 people;
  • Beneficiaries of the social old-age pension.
  • Each household can only benefit, at any given time, from a single TSI offer, with the exception of university students who are part of TSI beneficiary households and who are moving to other municipalities to study.

How is the assignment request made?

Interested parties must apply for the TSI by submitting the request form. Please complete the entire form. After collecting the necessary information, we will forward the request to ANACOM, which will be responsible for verifying the eligibility of the potential beneficiary through consultation with the Social Security services and the Tax and Customs Authority. If ANACOM confirms your eligibility, we will contact you based on the information provided in the request form to finalize your order. Starlink will activate the social tariff within a maximum of 10 days of receiving information from ANACOM confirming eligibility.

Interested parties who go through the entire general application procedure and are not automatically granted the TSI may upload the same required information submitted through the request form, and any documents necessary to prove eligibility, on Starlink’s website. To submit this information, please log in to your user account and submit a support ticket here. By submitting this information to Starlink, you authorize Starlink to send this information, and any other subsequently obtained information related to TSI eligibility to ANACOM.

TSI for University students

The TSI can also be applied to university students belonging to households with an annual income equal to or less than €5808.00, plus 50%, for each member of the household who has no income, including their own, up to a limit of 10 people.

In the case of university students belonging to eligible households, the request must be accompanied by a statement proving enrollment in a higher education establishment and a document proving the current residence address (certificate from the parish council, invoice for services, etc.).

What are TSI's prices?

The TSI has a monthly fee of €5 + VAT (currently €6,15 in mainland Portugal, €5,80 in Azores, and €6,10 in Madeira). Under the TSI, the equipment will be sold for €21.45 + VAT (currently €26.38 in mainland Portugal, €24,88 in Azores, and €26,17 in Madeira), which can be paid in installments of 6, 12 or 24 months.

What are TSI's terms?

By submitting a request for the TSI, you agree to our Privacy Policy and Terms of Service.

In addition, if your circumstances change such that you no longer qualify for TSI, you must notify Starlink within 30 days of such change. Users qualifying as university students must provide Starlink with evidence of TSI eligibility annually, no later than 1 October of each year. Open a ticket in the user portal to submit this information. Failure to provide evidence of eligibility on an annual basis is a violation of our terms of service.
